One active task per checkout. Scope paths are normalised, and overlap with other worktrees' active tasks is reported rather than refused. --requires records what the task owes, from the vocabulary in share/obligations.yaml; a token it does not declare is refused here rather than at the moment a worker tries to discharge it.
