What it is

Objective
Decide, as a reviewed change to site/data/homepage.toml, whether one section of the homepage shows a derived diagram or chart through the shared viewer, and what that costs in the declared byte budget; if the answer is no, link the diagrams page from the section that argues for derivation.
Why
The owner asked for the capability to be shown on the landing page. The homepage carries no diagram by decision (site/templates/index.html says so, and rule project.homepage-tells-a-declared-story budgets what every visitor downloads), and index.html was being rewritten on another branch when I2653 was built, so I2653 did not touch it.
Now
The homepage loads neither the Mermaid nor the ECharts build and links docs/DIAGRAMS.md from nowhere.

Either a declared section renders one figure with the viewer or the component, with the budget raised by the measured amount and scripts/ci/homepage-check passing, or the decision not to is recorded and the homepage links /docs/diagrams/.
