Function baseline_keys 

pub fn baseline_keys(root: &Path) -> BTreeSet<String>

The findings the ratchet accepts, read from the repository’s baseline file.

One finding per line, CODE<tab>path<tab>symbol, in the order the report sorts them. A repository with no baseline file accepts none, which is the finished state the rule describes.
