The variable that names, for one machine, the interface a local server binds.
It is the machine’s fact and not the repository’s: a tracked setting would make every
clone of a public repository listen on its network, and a flag would have to be repeated
by every caller that starts a server — the session-start hook, serve ensure, each
client’s majordomus mcp. A variable is inherited by all of them, and an environment
that does not set it keeps loopback.
