Which of the composed graph’s edges carry context, and how strongly.
A weight is a multiplier on the relevance of the entry the edge was followed from, so
relevance decays with distance and the decay is the edge’s own. An edge absent from this
table is not followed at all, and policy reports it as refused with the reason.
