The adapter that owns the projection of this model onto GitHub.
Named, not reimplemented. This executable makes no network call —
test/cases/08_no_forbidden_constructs.sh is the proof — so the live state of the
external record is not a fact any field here can carry, and the honest answer is the
name of the one thing that can answer it. Restating the adapter’s reconciliation
vocabulary here would be the repeated semantic definition ADR 0004 forbids.
