Where a repository declares, for every kind of its index, whether and where its public site publishes that kind. Repository-relative.
The file is the site’s, not this executable’s: scripts/generate-site-data builds the
entity pages from it and scripts/ci/entity-check holds it to the index. Publication
reads the same file so that the address an entity names for its public page is the
address the site generator wrote the page at — one declaration, two readers, no second
list of kinds or routes.
