Render a banner, or nothing when the mode says nothing.
seen_before is the RepositoryEnvironment::news_digest of the last snapshot shown to
this person, which decides what auto does: a repository that has not changed since
they last looked gets the two-line form, and a first look or a changed repository gets
the box. A server that only came up or went away is not a changed repository.
