The composed graph as a published artifact: the graph itself, and the provenance JSON cannot carry as a comment recorded as fields of the document.
Refuses rather than writes when the rendered document carries anything from
FORBIDDEN: this file is published to a website, and a leak that is generated is a
leak that regenerates.
Refuses, for the same reason, while the layer names a rule, a decision or a capability
that no object and no declaration answers to. The composed graph drops the edge such a
reference would draw, so the defect is invisible in the artifact: the file looks whole
and is quietly short of one edge. crate::graph::unresolved_relations is the verdict
that already decides it — this is the consumer its own contract names.
