The first instant a stamp could only have been written with its seal (ADR 0097).
A stamp older than this may be excused by its record’s unsealed_stamps list, which
names the stamps recorded before the transition wrote a seal. A stamp at or after
it never is: the transition that wrote it wrote the seal in the same write, so a stamp
without one was written by something else. SEALED_FROM in lib/project.awk.
