Measure everything: the Rust surface and the transport parity of the operations.

crate_dir is the directory holding Cargo.toml; target is what the report calls what it measured, repository-relative. The OpenAPI document is passed in rather than built here, because the caller already has one and building a second would be the duplication this subsystem exists to find.
