I2846 — A hand-pinned budget in a case is reported unless it states its margin
Report a literal budget, count or size that a case compares against a product's output without a comment giving its margin and the reason it holds, so a case does not go red only because its subject grew.

Proč
Split from I2716 on 2026-10-21. On 2026-10-14 master 2d226f0836 went red in suite-shard (2): case 130 compared three surfaces against a hand-pinned 4000-token budget, and a fresh init's governance tier grew to 4023 when #1143 added 235 bytes to the seeded scope. I2716's other half, the release-record-cases listing, is on master (scripts/ci/release-record-cases-check, case 3033). Nothing yet finds a pinned budget before it breaks.

Cílový stav
A scripted capability (ADR 0069) over test/cases reports each literal budget, count or size compared against a product's output that carries no margin comment, names the case and line, and runs in the structure job. A case that holds a deliberate pin states its margin beside it.
