I3233 — Stage C renders only the targets that read the index, and the manifest no longer renders every code-only artifact a second time

Part of a-change-is-judged-in-minutes — A change is derived in under a second and judged in minutes, and nothing that could have changed is skipped.

Cíl

Make the second `majordomus generate` of scripts/derive render only the targets that depend on the index stage B rewrote (the site registry dataset, the benchmark matrix, the manifest). Build the manifest from the plan without rendering every code-only artifact again, and keep the result byte-identical to today's derive.

Proč

Board p3 (Codex) audit, 2026-10-18: generate's full work runs twice across stages A and C, and `generate manifest` alone still renders every target. The second pass is deliberate (c265#8: the index moves after stage B) and the manifest must stay over the whole plan, so the saving has to keep both. It extends milestone a-derive-does-only-the-work-its-inputs-changed. Proposed in ADR 0185 (A derivation is a typed graph of the generators the executable already plans, keyed by the content of what each node reads, and the full derive stays its oracle) (proposed; it carries no authority until the owner accepts it). Aktuální stav

scripts/derive stage C is `generate --repo --strict` over all targets. generate.rs plan() with Target::Manifest alone expands to Target::indexed() and calls indexed_plan, which renders every artifact.

Cílový stav

Stage C asks for the index-reading targets only. The manifest's entries for code-only artifacts come from stage A's rendering in the same derive, or from verified bytes on disk, and never from a second rendering. derive-check and generate --check are unchanged.
