Cíl

Let an ADR header carry tracks: the pathspecs it decides about, with the same meaning a context document's tracks has (docs/CONTEXT.md); devcontext selects an accepted or proposed ADR whose tracks match the request's path, and says that tracks is why it is in.

Proč

An agent that sees only a function cannot tell it exists because of a decision with a rejected alternative (2026-09-10); the owner asked that an accepted ADR become an applicable constraint for the work in front of it (2026-09-09). At 707a04c an ADR's header has schema, id, kind, title, status, date, tags, supersedes, superseded_by, related and provenance (share/schemas/majordomus/adr/adr.v1.schema.json, derived from adr.v1.proto beside it) and nothing that names paths, and devcontext reaches an ADR only by following graph edges from what the request already selected (apps/majordomus-cli/src/devcontext/select.rs). A context document already uses tracks to bind code it describes, so the vocabulary exists and no new noun is needed. The enforceable half of a decision stays with the rule that cites it (proposed in ADR 0048, which carries no authority until accepted; I3115).
