Why
The repository owner ruled Perl out on 2026-09-15. shasum is a Perl script on macOS, so a digest taken with it runs Perl without the word appearing anywhere. Worked on branch fix/nothing-runs-perl.

shasum is called from shell under scripts and lib.
Desired state
No tracked file invokes perl or shasum; a gate refuses a new one.
