I2401 — monitor is one read capability with three projections
Declare capability monitor (MCP majordomus_monitor, GET /api/v1/monitor, CLI majordomus monitor) with OpenAPI-unique names and a benchmark case, and generate its projections.

Objective
Declare capability monitor (MCP majordomus_monitor, GET /api/v1/monitor, CLI majordomus monitor) with OpenAPI-unique names and a benchmark case, and generate its projections.
Why
A feed that only the CLI can read is one more private loop; MCP clients and the Cockpit need the same answer (ADR 0004: one declaration, every projection).
Current state
No capability.
Desired state
One capability! declaration; generated OpenAPI, MCP tool list and benchmark inventory carry it.
