Objective

Draw a workspace panel that has nothing, or one trivial row (no dependency, one wave), as one sentence instead of a full panel.

Why

On 2026-10-18 the owner read the published /ui/idd three times and found it unergonomic: \"no issue depends on another\" and a one-row Waves panel each take a full panel.

Current state

Full panels for empty answers.

Desired state

One line for them.
