I3022 — An empty knowledge queue is one sentence that says how a record arrives, not two empty tables
When knowledge_base.candidates answers a total of zero and no candidate, /ui/knowledge draws one Awaiting review panel holding one sentence: nothing awaits review, and a record arrives when a session closes and the deriver writes it, or when majordomus knowledge observe records what was noticed.

Objective
When knowledge_base.candidates answers a total of zero and no candidate, /ui/knowledge draws one Awaiting review panel holding one sentence: nothing awaits review, and a record arrives when a session closes and the deriver writes it, or when majordomus knowledge observe records what was noticed.
Why
The published /ui/knowledge (majordomus.dev, v0.29.0) drew two wide panels, By subject and Awaiting review, each an empty table with its own empty line; together they said the same thing twice and neither said how the queue fills.
Current state
screen() always draws By subject and Awaiting review; an empty queue renders two empty tables.
Desired state
An answered, empty queue renders a single panel with one sentence and its source; a queue that holds records or did not answer keeps both panels; a crate test pins it.
