I3115 — A rule or guarantee that cites a proposed decision as its authority is listed, and the owner's acceptance queue is derived from it

Derive the citation edges from active rules, docs/CLAIMS.yaml guarantees and features to ADRs. Report every blocking rule or guarantee whose cited ADR has status proposed, ordered by how many rules rest on it, as the owner's acceptance queue. This is advisory, not a refusal.

Objective

Derive the citation edges from active rules, docs/CLAIMS.yaml guarantees and features to ADRs. Report every blocking rule or guarantee whose cited ADR has status proposed, ordered by how many rules rest on it, as the owner's acceptance queue. This is advisory, not a refusal.

Why

On 2026-09-11 (c111#6) the owner was told a normative claim must not depend on a proposed ADR as if it were accepted. Counted on master 707a04c on 2026-10-18 with grep -l '^status: proposed' .ai/repo/adrs/*.md (and the same for accepted): 90 proposed and 27 accepted decisions. ADR 0048 (how a rule declares enforcement) and ADR 0087 (evidence at the presented revision) are both proposed and carry most of this domain. lib/adr.sh refuses to write any status but proposed, so acceptance is a person's act that nothing prompts. It extends milestone architecture-is-enforced. Sources: chatgpt-majordomus:c111#6.

Current state

lib/adr.sh: statuses proposed, accepted, superseded and rejected; propose writes proposed only. No reader joins rules to ADR status.

Desired state

majordomus adr list (or the decision capability) and the evidence view show \"rests on proposed\" per rule, plus a queue the owner can accept from.

Scope

  • lib/adr.sh
  • apps/majordomus-cli/src/rules
  • scripts/generate-site-data
  • docs/DOCTRINE.md

Out of scope

  • Accepting any ADR (owner's act)
  • Refusing a rule because of its ADR status

Dependencies

None. This issue is a root of the graph.

Acceptance criteria

  • A fixture rule citing a proposed ADR is listed; once the ADR is accepted the rule is not
  • The queue is ordered by dependents and is identical on CLI and MCP

Validation

  • MJ_TEST_JOBS=4 bash test/run.sh 99_adr
  • majordomus plan validate

Evidence required

  • case_rule_on_proposed_adr_listed

Evidence

None recorded. Every token above needs a command or an artifact behind it before this issue can be completed; narrative is refused.

Those three fields, the evidence above and the state of the dependencies are all the status is made of. There is no status field to disagree with them.
