I3119 — The delivery report computes required_tests_current, test_evidence_published and ui_linked instead of citing a merged pull request

Part of a-claim-stands-only-on-its-evidence — A claim that something is enforced, tested or delivered stands only on recorded evidence that would have caught it being false.

Objective

Fill the three phase-1 dimensions of apps/majordomus-cli/src/delivery/mod.rs: required_tests_current from the subject verdict of the feature at the trunk revision, test_evidence_published from the site's publication of that verdict, and ui_linked from the routes /ui and the site serve for the subject. Then remove EVIDENCE_PENDING.

Why

The owner's hard delivery law of 2026-09-15 (c143#13) says a feature that is not on master, deployed, publicly verified, tested and linked from the UI does not exist. On 2026-10-17 (c288#8) the delivery dimensions were found still unknown \"although PR #577 merged\". Measured on master 707a04c: EVIDENCE_PENDING = \"evidence model lands with PR #577\" still decides three of six dimensions, so no feature can ever read delivered. It extends milestone test-evidence. Current state

delivery/mod.rs:32-50. I1960 (BLOCKED) bundles these dimensions with the widget badge, which is far larger work.

Desired state

Split the dimensions out of I1960 into this issue. A feature with a proven subject at the trunk, published evidence and a UI route reads pass on all three; each failure names its remedy.
