I3151 — Every entry surface reports the same governance digest for one checkout
Write one new parity case that drives .envrc (majordomus-env enter), the Claude Code SessionStart shim, a Codex and a Gemini session entry, an MCP initialize, brief.session and the CLI preflight and compares their governance digests with each other and with the episode's session.started; a stale input fails it.

Why
2026-09-10: .ai is the single source and every entry file is a thin adapter over one resolver; what was missing was proof that every entry loaded the same effective context. Proposed in ADR 0181 (An episode records the governance and the briefing it was handed, each by one digest) (proposed; it carries no authority until the owner accepts it). Current state
cases 118_entry_converges_by_rule and 192_entry_across_checkouts_and_clients prove convergence on one server, not on one governance; 192 is exclusive with a 900 s timeout and already passes.

One case drives every surface and compares digests.
