I3230 — The Dashboard opens on what needs the owner: what runs, what is blocked and why, what was verified, and the next safe move

Objective

Add a first panel to /ui (the Dashboard), served as a /ui/panels fragment (ADR 0142), that answers in plain words: the intent being served, the issues active and who works on them (from the blackboard source I3138 composes), what is blocked and on what (plan.status), evidence.report's verdict at the presented revision, and plan.next's one next move, the same derivation /ui/idd renders; each sentence a link to its record; mechanism figures stay below.

Why

The owner called the Cockpit landing 'dreadful and very poor' (2026-09-10) and asked for one clear overview dashboard (2026-09-29); the 2026-10-13 product test was that a newcomer must not need each graph explained. I2917, I2915 and I2907 (2b) and I2980 (5a) are not in this tree. The dependency on I3138, which is gated behind 5a's landing, keeps plan.next from offering this issue early. Current state

apps/majordomus-cli/src/ui/dashboard.rs leads with delivery figures from repository.info, health.report, release.version, distribution.releases, plan.status, plan.roadmap and mesh.peers.

Desired state

The first panel is a fragment projecting existing capabilities with no number or next move of its own; an unread source makes its sentence unknown; FIRST_PAINT and the 100 ms budget are unchanged.

• The 'who' sentence reads the blackboard source I3138 composes, and does not read the blackboard a second way
• The next move is plan.next's single answer and the same derivation /ui/idd renders (2b's I2917); the panel derives no next move of its own
• The verified sentence states evidence.report's verdict at the presented revision; the PR rewords the criterion to drop 'since the last release'
• The panel fits 390 px with no horizontal scroll
