I3250 — Before drafting work the planner says whether a criterion is met, met but unproven, or unmet, and drafts proof-only work where only proof is missing

Part of an-unmet-criterion-is-drafted-into-work — An unmet criterion is drafted into work from the evidence, and the draft is the same on every run.

Objective

Classify each criterion before drafting: met (current evidence), unproven (implementation reachable from its ref, evidence not_run or stale), unmet; an unproven criterion drafts one issue whose only scope is the evidence it lacks.

Why

2026-10-08 critique: without this, intent-driven becomes issue-driven with a costlier ritual. Proposed in ADR 0192 (Replanning is bounded, idempotent and never weakens its intent) (proposed; it carries no authority until the owner accepts it). Sources: chatgpt-majordomus:c198#11.

Current state

IntentEvidenceState distinguishes current, stale, failing, not_run, not_derivable, unresolved; drafting does not exist.

Desired state

The draft says per criterion which class it is in and why.
