Revive I2221 (origin/chore/the-owner-packs-are-planned (ec37317fe7c, 2026-10-10, never landed)) and I2506 (origin/chore/seven-owner-packs-are-tracked-and-planned (689021d6ce2, 2026-10-15, never landed)): a deployment criterion reads current when a recorded observation of that deployment served a build containing the newest commit that changed the criterion's serving scope; unreachable, malformed or undecided observations never read current.

Why

2026-10-09: a verified deploy must be able to close a criterion; the owner's rule that what is not deployed and verified does not exist (2026-09-15). Sources: chatgpt-majordomus:c205#2.

Current state

intent.rs returns NotDerivable for a deployment that resolves; deployments are observed by deploy/observed.rs (I2827 lands in 73).

Desired state

Deployment criteria are judged from the observation records the served/deployments capabilities already keep.
