I3350 — The homepage copy may not use a word of delivered value until a claim permits it
Add the value words the proof tests would settle to the [promises] table of site/data/homepage.toml, each mapped to the empty claim id, so scripts/ci/homepage-check refuses each in site/data/marketing.toml and site/data/manifesto.toml until a claim permits it: faster, cheaper, fewer interventions, less human effort, less effort, fewer reruns, saves time, more reliable, speeds up, speed-up, recovers without loss, pays for itself. Extend the table's comment to say the words wait for the proof scorecard's tests.

Ready. Every dependency is done, so majordomus plan start I3350 will be accepted.
Objective
Add the value words the proof tests would settle to the [promises] table of site/data/homepage.toml, each mapped to the empty claim id, so scripts/ci/homepage-check refuses each in site/data/marketing.toml and site/data/manifesto.toml until a claim permits it: faster, cheaper, fewer interventions, less human effort, less effort, fewer reruns, saves time, more reliable, speeds up, speed-up, recovers without loss, pays for itself. Extend the table's comment to say the words wait for the proof scorecard's tests.
Why
The owner's report of 2026-10-19 says public claims must be evidence-backed and that a landing-page feature count is not a test. The value dimensions of T2 to T5 are the words a landing page reaches for first. The promises mechanism already refuses a declared word no claim permits, so declaring them closes the homepage gap with no code change and refuses nothing the copy says today.
Current state
site/data/homepage.toml:53-68 declares 15 promise words mapped to the empty claim id, none about speed, cost, effort or recovery. scripts/ci/homepage-check:487-556 judges each declared word in site/data/marketing.toml and site/data/manifesto.toml. grep -niE over both files for the twelve words returns nothing at the import's head.
Desired state
The twelve words are declared with the empty claim id; homepage-check reports OK over the built site and refuses any of them once a copy line uses it.
Scope
- site/data/homepage.toml
Out of scope
- Scanning prose beyond the two copy files
- Defining a claim that would permit the words
- Rewording existing copy
Dependencies
None. This issue is a root of the graph.
Acceptance criteria
- Each of the twelve words appears once under [promises] with the value \"\"
- scripts/ci/homepage-check --only promises over the built site reports OK
- Adding a line using 'faster' to a scratch copy of site/data/marketing.toml makes homepage-check --only promises exit 10 naming the word and that no claim permits it
- bash test/run.sh 333_homepage_narrative stays green
Validation
- scripts/site-build
- scripts/ci/homepage-check --only promises
- bash test/run.sh 333_homepage_narrative
- scripts/ci/english-only-check
Evidence required
- homepage_value_words_refused
Evidence
None recorded. Every token above needs a command or an artifact behind it before this issue can be completed; narrative is refused.

Those three fields, the evidence above and the state of the dependencies are all the status is made of. There is no status field to disagree with them.
