I3422 — Advisor consultations are economics usage with their measurement class, and a consultation over its plan's budget is a finding

Part of an-inference-names-its-source-and-budget — Every inference a decision rests on names its model and source, stays inside a declared budget, counts independent sources rather than answers, and is never reached from a hook path.

Objective

Read each consultation's reported usage, model, latency and outcome into the economics usage record as reported tokens, with no invented cost and absent where the transport reported nothing. Report a consultation whose reported tokens exceed its plan's budget as an economics check finding.

Why

The owner's 2026-10-19 Cognitive Fabric pack asks for model calls and tokens to be attributed, and for estimates to be kept apart from billing (campaigns/prismatic-way-cognitive-fabric-prompt-pack/contracts/ECONOMICS.md). prompts/04_REASONING_MESH.md names unexpected model cost as a required test.

Current state

AdvisorUsage holds input and output tokens only (apps/majordomus-cli/src/reasoning/record.rs:384-390), and no file under apps/majordomus-cli/src/economics names a consultation or an advisor. I3292 plans reported, estimated and billed fields for provider usage.

Desired state

economics summary has an advisor-consultation row per source with reported tokens, latency and outcome counts. Cost is absent unless I3292's estimate applies, and economics check names an over-budget consultation.
