Part of a-session-proceeds-through-the-mesh — A session proceeds through the mesh: it finds the work, claims it once, runs it watched and stops when the intent is met.

Objective

The executor takes the issue's mesh claim in the handler of an execution and releases it when the run ends, however it ends; fencing is deferred to I3174 (Mission Control B6).

Why

A claim taken by the caller outlives a caller that died and is not tied to the run that holds the work.

Not built: this issue is planned by the milestone a-session-proceeds-through-the-mesh and nothing of it exists.

Desired state

The acceptance criteria below hold and case 4004 proves them.
