Part of a-session-proceeds-through-the-mesh — A session proceeds through the mesh: it finds the work, claims it once, runs it watched and stops when the intent is met.

Objective

/watchdog: the session-side verb that reads the liveness signals of I3990-I3994 (suspended claims, phase beats, overdue) and runs wake, then handover, then reap; reap only by the owner or a seat and only after assess-before-deleting.

Why

A stuck, silent or dead loop is found by a person; nothing wakes it, hands its work over or reaps what it left.

Current state

Not built: this issue is planned by the milestone a-session-proceeds-through-the-mesh and nothing of it exists.

The acceptance criteria below hold and case 4009 proves them.

Acceptance criteria

• A suspended claim, a missed phase beat or an overdue deadline is signalled with its claim, holder and phase
• Wake precedes handover precedes reap, and each is recorded
• Reap by anyone but the owner or a seat is refused (ADR 0200), and only after assess-before-deleting
• It depends on the liveness substrate I3990-I3994 (branch feature/a-claim-lives-by-its-holders-progress); this issue adds none of it
