mesh.review.request
Ask for a review of a branch, commit or pull request, optionally of one named runtime — which must be linked and carry the `reviews` feature, or the request is refused as `feature_unsupported`. Replicated to every linked runtime. Writes this runtime's journal only.

The key is what a later operation is addressed by — a claim is released by the key its acquisition returned, never by the local name it was given — and the stamp is what a caller waiting for a peer to catch up compares against.
