Evidence runs are typed, and a recording carries what its run measured
Add the run record, the measured provenance, the coverage record and the crate count rule of ADR 0087 decisions 2, 6 and 12, and feed run records to the one monotone rule, so that a recording states the commit and tree its run measured and only what ran.
