Part of operation-convergence — After the alpha, the time from an intent to its verified satisfaction is measured from the records.

Derive per intent: proposed_at (the author time of the commit that first added the intent record), the first commit at which every criterion reads current (from evidence-ledger receipts), elapsed time, replans (commits that change the intent's criteria or milestones or the issues serving them), interventions (each kind read from the record that holds it, or not_recorded), governance time and rework as docs/ECONOMICS.md defines them, and the windowed aggregate; thin data says thin (I0403).
