Part of every-sessions-usage-is-observed — What every AI session consumed is observed from the provider, attributed to the work it served, and never estimated into a fact.

Cíl

Accept OTLP over HTTP with JSON encoding (no protobuf, no new dependency) on the shared server's loopback listener, and map claude_code.api_request events into a new economics usage record (an optional value per token category plus an absence reason, distinct from execution::Execution) through a lossless adapter over the existing economics::usage normalisers, keeping input, output, cache-read and cache-write tokens separate and storing numbers and names only.

I0302's own reasoning stands: the tool never invokes a model, so the numbers must be handed to it at a boundary where their provenance can be checked. Claude Code's OpenTelemetry export is that boundary (dated vendor claim, 2026-10-12/13); economics::usage already normalises Anthropic and OpenAI usage for the benchmark and must not be duplicated. Critique: economics::usage::u defaults a missing key to 0 and the name 'execution record' collides with apps/majordomus-cli/src/execution/; the absence invariant needs its own type, and I0302's criteria move here. It extends milestone execution-telemetry. Proposed in ADR 0213 (Usage is observed through each provider's official telemetry into one provider-neutral record, and reported, estimated and billed amounts are never merged) (proposed; it carries no authority until the owner accepts it). No OTLP receiver anywhere (git grep opentelemetry|otlp finds nothing); economics/usage.rs reads stream-json for benchmark runs only; I0301-I0304 are scoped to lib/ and bin/ from the shell era.
