I3289 — Turning usage collection on is a dry-run plan the person consents to, never a committed repository setting

Part of every-sessions-usage-is-observed — What every AI session consumed is observed from the provider, attributed to the work it served, and never estimated into a fact.

Cíl

Generate the minimal client configuration that points a client's telemetry at the shared server (for Claude Code the CLAUDE_CODE_ENABLE_TELEMETRY and OTEL_* environment), print it on --dry-run, and apply it only with consent: launcher-scoped by default with OTEL_RESOURCE_ATTRIBUTES naming the repository and checkout, keeping existing user settings; a persistent user-level endpoint waits until a stable receiver is declared.

Most sessions are started by the person, not by Majordomus, so collection has to reach sessions Majordomus does not launch; ADR 0140 and ADR 0145 forbid writing personal settings from the repository unasked, and the shared server's port is derived per checkout, falls back to a free port and the server exits when idle, so no user-level URL can name the receiver until a stable one (the ADR 0199 hub) is declared. The assistant reported (twice) that Claude Code ignores exporter settings in project .claude/settings files; that is unverified and decided by experiment. It extends milestone execution-telemetry. Proposed in ADR 0213 (Usage is observed through each provider's official telemetry into one provider-neutral record, and reported, estimated and billed amounts are never merged) (proposed; it carries no authority until the owner accepts it).
