Cíl

Run `scripts/ui navbar` as its own bounded step of the ui job before `scripts/ui audit`, so that a stale apps/majordomus-cli/src/ui/navbar.html fails a branch's ui job about a minute after the site is built instead of at the end of the audit.

Proč

The audit judges the bar first but goes on to audit every page and reports the bar's verdict last: four validate runs from 2026-10-21 to 10-22 (39780445745 among them) spent the audit's 80 minutes to report `FAIL ui navbar`, a derived copy that `scripts/site-build && scripts/ui navbar --write` fixes. The branch's run self-cancels on the first red anyway, so the 80 minutes bought nothing.

The ui job runs the warm-screen budget, then `scripts/ui audit --report`, which checks the bar, audits every page, and fails at the end when the bar is stale.

Cílový stav

The ui job runs `scripts/ui navbar` under scripts/ci/timed with a 600 s bound before the audit; on a branch a stale bar fails that step and the audit is skipped; on an integration/* top the audit still runs so that every red of the top is shown, and never on a cancelled job.
