Model, effort and cost

What was spent, on which task, at which capability, and whether the choice was ever recorded.

Model, effort and cost

Capability is a dial with a price. This area covers spending the wrong amount in either direction — maximum effort on a rename, a cheap model on an architectural decision — and the fact that the choice is normally made implicitly and recorded nowhere, so the spend cannot be tied to an accepted outcome.
