majordomus proceed plan
The decision, read only: the selected issue and why, the READY issues passed over with what refused each, what the selection unblocks and the commands that take it; asked of the server holding this checkout's lease. Exit 10 when nothing can be selected, 11 when the selection is provisional because the board or a declared mesh could not be read

What to proceed with, and why
The same answer `GET /api/v1/proceed/plan` and the MCP tool `majordomus_proceed_plan` return: the READY issues in the plan's hand-out order, each with the claims that refuse it, the selected one with what it unblocks and the commands that take it, the unfinished issues that wait by status, and whether the board and the mesh could be read. The command line asks the server holding this checkout's lease; this fixture has no server and declares no mesh, so the decision is composed here and reads the mesh as undeclared rather than unread; its plan has one READY issue, I0001, which nothing refuses, so it is selected with the commands that take it, and the command exits 0.
$ majordomus proceed plan --format jsonWhat it asserts: exits 0.
Tested by apps/majordomus-cli/tests/cli_examples.rs, which runs the command against the built executable and asserts what the page states.
Where this comes from
Declared once in apps/majordomus-cli/src/cli.rs: clap for the structure, typed Rust metadata beside it for the examples. This page, majordomus proceed plan --help, docs/generated/cli.md and docs/generated/cli.json are projections of that one declaration.
The whole command line on one page: the registry's command-line page. The task lifecycle (init, start, finish, doctor, ...) belongs to the shell tool, a different program: Commands and its specification.
